The Division of Enterprise Operations (DEO) manages the state's procurement policies and contracts, auto and air fleet transportation and risk management through its three bureaus.  In addition to operations in the DOA Building, remote locations in Madison include the State Records Center and Document Sales & Distribution, 4622 University Avenue; Central Fleet, 201 S. Dickinson Street; Mail Transportation Services, 202 S. Thornton Avenue; and Wisconsin Air Services, 3400 Miller Street.

 

The State Bureau of Procurement functions include responsibility for statewide contracts; DOA purchasing and consolidated agency purchasing; municipal cooperative purchasing; sheltered work center contracting; federal and state surplus property disposition; state agency recycling and waste reduction programs; and minority business contracting.

 

The Bureau of Enterprise Fleet oversees the operation of Central Fleet and Wisconsin Air Services, as well as fleet policies, Records Management, Inter-Department Mail, and state agency Document Sales and Distribution.

 

The Bureau of State Risk Management administers the State of Wisconsin property, liability and worker's compensation self-funded programs and provides assistance to state agencies by helping to control and reduce losses.

 

Wisconsin Supplier Diversity Program

The division has responsibility for the State of Wisconsin's activities to increase opportunities for minority and service disabled veteran-owned businesses to sell their goods or services to the state and its agencies or participate in the state building program.  Firms interested in the program are required to be certified by the Wisconsin Department of Administration.

 

The program also manages the State's Woman-Owned Business Enterprises (WBE) certification program.
